Today, Zane Benefits, the on-line alternative to group wellness insurance, published new details on the HRA Investigation Charge and Type 720.

According to Zane Benefits web site, the IRS has issued a revised Kind 720 (Quarterly Federal Excise Tax) that now involves a section for reporting the Patient-Centered Outcomes Research Institute (PCORI) research fees, also referred to as the Comparative Effectiveness Research (CER) costs. The PCORI fee is listed in Portion II of the type, IRS No. 133.

The first due date of these research charges (for some employers) is July 31, 2013.

According to Zane Benefits site, the Reasonably priced Care Act (ACA) consists of a “research fee” that program sponsors, which includes HRA program sponsors, should spend on an annual basis. The investigation charge is referred to as the Patient-Centered Outcomes Investigation Institute (PCORI), or Comparative Effectiveness Analysis (CER) charge.

The ACA imposes this charge on insured plans and self-insured wellness plans, like HRAs. The investigation fee is temporary it applies to program years ending on or following October 1, 2012 and just before October 1, 2019.

Applicable employers are essential to report and pay the PCORI study charges annually via Form 720, due by July 31 of every single year.
